Annoying rainwater vent pipe? What can I do about it?

Hello, my name is Max and I recently bought a house that is newly built. In my garden, there is a pipe coming out of the ground which, according to the construction manager, is a rainwater vent.
This thing really bothers me because it is right in the middle of the garden and my little daughter could easily hurt herself on it.
The question now is, is this correct? Can I make it somehow flatter? I can't find any flat DN100 caps for it.
Or can I close the pipe with a DN100 cover cap underground?

What is a rainwater vent for? If I may ask...

Between the two semi-detached houses there is supposedly a large pipe so that water can drain faster during heavy rain. But I still wonder what the ventilation pipe is good for.
