That is clearly stated in the development plan, or if there is no specified minimum size, then "only" the other boundary conditions such as boundary distances, floor area ratio, plot ratio, etc. must be observed. So you cannot make a plot arbitrarily small.
But a clear yes, an architect can clarify this with the valid development plan in 5 minutes, if necessary reconfirm with the city.
: the 650m² definitely does not exist throughout all of Lower Saxony. Besides, I basically consider that to be nonsense.
