According to the development plan, 2 full floors but only 3.8m height.

Hello everyone,

we are still looking for a plot of land and have now found a plot where, according to the development plan, 2 storeys may be built but a maximum eaves height of 3.8m must not be exceeded.

How is that supposed to work? Am I mistaken here?

Now once again, I understand two-storey to mean that I have full ceiling height everywhere on the upper floor like in a townhouse, or am I mistaken?

You are mistaken - this only means that you are allowed to build a 1st floor. However, this does not mean it is simultaneously a "Stadtvilla", but is determined by the eaves height - and yours is incredibly low.
