An energy certificate has been mandatory for new buildings since 2007!
That has nothing to do with KfW either

I'm not really a fan of all this paperwork anyway, I had it in mind that I only need the thermal insulation certificate.

Energy performance certificate when selling or renting a property - heard of that too. But if I'm building for personal use, do I need it as well?

Sooner or later someone will complain if something is missing. We can initially complete the construction based on the thermal insulation certificate. :)

Building permits/construction start from 2007! Yes!

In addition to the Energy Saving Ordinance, the "Law for the Promotion of Renewable Energies in the Heat Sector" must also be complied with (as well as all laws and regulations in general; relevant topics for construction: statics, room sizes, window areas, development plans, energy, smoke detectors, etc.). Furthermore, a person authorized to submit building applications is required ... So, building is not simple is nich! (And that is largely a good thing, details can certainly be debated!)
