I didn't quite figure this out at first either. Every house has to comply with the Energy Saving Ordinance. For that, the thermal insulation certificate is created before construction begins.
For KfW funding, an energy certificate is additionally required, which is created when the house is finished. Here, the minimum requirements of the Energy Saving Ordinance are then exceeded.
At least that's my understanding. We consciously do without KfW and therefore don't need an energy certificate.
An energy certificate has been mandatory for new buildings since 2007!
That has nothing to do with KfW either
