Thank you very much for the many answers.

As it looks, the energy saving ordinance condition (U-value <= 0.28) can be met with special 30cm Poroton bricks or 30cm pumice thermal bricks.

Does the exterior plaster actually change the U-value?

Just type U value into Google, then you will come across a U-value calculator. There is special insulating plaster. It is mainly used in the renovation of listed old buildings when the facade is to be preserved and not "destroyed" by an ETICS. But usually it is only 10-20mm and certainly expensive.
