Window set outward, how to properly seal from the outside?

Hello everyone,

I am building a plaster house: 17.5 cm exterior wall + 16 cm external insulation + plaster.

And at the moment I have the following problem:

My windows are installed offset to the outside, so only about 1 cm is inside the wall, the rest (about 6 cm) - outside.
During the window installation, the windows were sealed only from the inside with a tape.
Now the external insulation is already installed. However, the worker who installed the insulation glued the insulation boards very close to the windows. There is now almost no gap left to foam the windows.

I spoke with the window installer, he told me that there must be a distance of 1.5-2 cm between insulation boards and windows, which can be filled with foam. So his statement: cut the insulation boards around the windows and then foam the gaps.

The person who glued the insulation told me that if he does that, firstly, the insulation would not be so good in the area where he cuts it, and secondly, he wouldn't know how to properly plaster the area afterwards, because the plaster layer would be too thick at that spot and he is not sure if he can make the edge/corner straight.

To supposedly make life easier for everyone, he suggested foaming the windows through the insulation so that he doesn't have to cut it:
First, he finishes the reveal/corners/edges around the windows, and then you can simply pierce the insulation from the outside towards the window frame with a foam gun and fill the foam at the same time. And so every 10-15 cm around the window frame. The foam would then fill all cavities.

What do you think about all this?
What would be the right approach in your opinion at this point?
Unfortunately, I could not find any answer on the internet. I also read that some use a sealing tape from the outside against driving rain, which is at the same time vapor-permeable. What do you think about that?
