Who has gas heating with controlled residential ventilation without solar according to the Energy Saving Ordinance 2016?

Tell me, does anyone of you have a gas heating system with controlled residential ventilation without needing a solar system? The planner of our general contractor said it's possible, the general contractor said it's not, in the forum I read it's possible, and last but not least, the client advisor of an association said it's not possible... Is there someone in the forum who didn't need a solar system?

Under certain circumstances it may be possible if you take a regenerative component (e.g. controlled residential ventilation with heat recovery) and, if necessary, compensation measures (e.g. stronger insulation)... but that does not mean it has to be economical...
