Which tasks should be carried out with an external civil engineer?

Hello everyone,

we are now close to signing a purchase contract for a plot of land. Now I am thinking about the next steps. For a long time, I had the following plan:

- independently obtain offers from 5 to 6 house-building companies
- review the offers with an expert and select the best one for us
- commission the house-building company with the construction
- hire an expert for external construction supervision

I have already found an expert whom I would contact for construction supervision based on other people’s reviews. The expert is a civil engineer and offers almost the entire range of services for house building – consulting, planning, tendering, awarding, site management (he has also worked in all these areas himself).

Now I had the thought that the architects in the house-building companies are actually part of the companies and may not necessarily be interested in designing a house for us with a good price/performance ratio – the main thing is that we build with them. Moreover, the offers would probably not be directly comparable because each company would first apply its own standard in all unspecified details.
Therefore, I considered asking the expert about optimization possibilities for the house design as well. However, he would probably charge me directly for this as a planning service, so the question arises whether it would not be more sensible to carry out the house planning directly with the expert. In this option, the plan would be as follows:

- plan the house with the expert, probably up to the creation of specifications
- obtain offers from house-building companies based on the specifications
- and the rest as above…

I have the following questions about this:

- Is the second option significantly more expensive than the first or would the construction companies then offer lower prices since they would no longer have to provide planning services?
- Is the savings potential thanks to good planning large enough to justify the additional costs for house planning with the expert?
- Which approach do you consider more sensible? Where would you draw the line between what the expert does and what the house-building company does?
