Which series is better, Ikea Billy or Ikea Besta?

I actually plan to buy Besta shelves. I really like them a lot. However, you don’t read much good about the quality on the internet. The consensus: cheap chipboard with a foil on top. Is the quality really that bad and would Billy be of higher quality?
