When is leveling necessary?

When is leveling necessary? If you want to build a single-family house on a non-sloping but slightly "bumpy" meadow, does the area need to be leveled beforehand or can the excavation pit be dug directly? Does the excavation pit also need to be leveled? We have received an offer that lists leveling as an additional service. I am wondering what extra costs I need to plan for.
