What kind of sealing is required before executing the outdoor installations?

our bungalow has the attached wall structure (Poroton brick). Now I have noticed in the new building description from our construction company an additional sealing with thick coating and dimpled membrane. This was not included in our description yet. Around our bungalow, we currently only have the so-called splash protection (gravel) without thick coating. We have sandy soil. Is this additional protection still necessary or is the sealing with the existing sealing slurry under the perimeter insulation sufficient?

That is surely sufficient for [Spritzschutzkante] made of sand and pebbles.
