What kind of line is this?

I am Peter from the Chiemsee .... can someone tell me what kind of pipe this is in the picture? This is the toilet cistern in my girlfriend’s apartment and water is constantly leaking from this pipe .... that can’t be normal, can it? Regards Peter

Well, from a distance you can't really see it... but probably hot water, right... and the plug is definitely leaking...

There is no stuffing in there .... so can I just close it?

Wastewater? Was there once a sink with only cold water or an instantaneous water heater? Guessing... groping in the dark. But it looks like the paper was crumpled in.
