They exist. However, a basic determination (actual demand (performance, energy) for heating, hot water and possibly ventilation) must be available for this.
For construction projects that I accompany, this is always present, as it is the basis of any economic decision. I am always amazed at how naïve many people are when they sign purchase or construction contracts without knowing what consumption costs they have to expect.
...A KfW house is fundamentally more expensive, so accordingly it should be possible to determine how - according to the current status - consumption is with and without KfW.

Correct! The complaints usually come only afterwards, when there is hardly anything left to change
