What comes first? Base plaster or rough installation?

Hello,
what came first? The chicken or the egg?
How is the following topic usually solved in construction?

I have pre-wall elements that I install with drywall. According to the energy consultant, the base plaster must be applied to the walls beforehand so that we don’t run into problems later during the blower door test.
So, if I have the plasterers come, they plaster everything for me, but if I then have rough-in installations for water etc., they must be installed beforehand, before the plasterers come.
Does the plumbing company usually come in several stages? Do they prepare the piping first and then later the pre-wall elements?

Haha. Now you will get a lot of answers. I'll tell you a simple and practical solution.

Basically, there must be plaster behind a [vorwandinstallation]. But you mentioned the problem.

Just do it yourself, go to the hardware store and mix the stuff and apply it. You don't even have to smooth it out, no one will see it. Then you have everything installed and build up the wall in front. Only then comes the proper plasterer.
