Wall paint is peeling - Apartment in Antalya

Hello dear craftsmen! I am completely at a loss as to what to do with the walls in my ground-floor apartment in Antalya/TR. Problem: Everywhere there are exterior walls, there are peeled strips of wall paint inside up to about 150cm room height, which continuously increase or expand. Painting over does not help at all. Does anyone perhaps know this problem from other southern countries? I would be very grateful for any advice. I am attaching a photo. Best regards from Sonja.

I cannot open the photo, but I suspect rising damp in the exterior walls due to missing horizontal waterproofing in the masonry. If that is the case, the problem can be solved by injecting a paraffin-containing solution.
