Very old reclaimed building ground

Hello,

the civil engineer has exposed the strips for the foundations on the property down to the natural ground (on average 90 cm). In doing so, he found that the soil is backfilled. Furthermore, he said that the soil is quite stable. Next week they want to try to compact the soil for the slab below the topsoil. If this does not work, then the entire soil up to 90 cm must be replaced? Here are a few hints so that you might additionally assess whether the soil is compactable: The backfilled soil must have been there for more than 45 years. The slope of the property has not changed as far as I know (25 years). The soil contains quite a lot of stones.

A basement is not planned.

I know that an assessment of the soil from a distance is probably almost impossible but maybe someone with experience can give an evaluation.

Since I am a person who cannot wait at all, I would be happy to hear from you, even though I will know next week whether and to what depth the soil must be replaced.

The approach is irresponsible. Either the architect or the general contractor/subcontractor responsible for the project processing and who submitted the building application must request a soil report before starting the structural calculation that definitively clarifies such problems/questions. Commissioning the soil report is the responsibility of the client. Such questions are not decided based on assumptions in a completely unsuitable internet forum.
