Use of construction foam for a hole in the insulation of the exterior wall

Hello,

Currently, the exterior wall of our apartment building is being insulated with stone wool. At one window, the workers were late with the installation of a window sill—it no longer fit easily. Therefore, at that spot, the insulation and wall were broken open and only sealed again with construction foam.
So my question is: Is that acceptable, or is it botched? As a layperson, I honestly would have preferred it to be plastered again.
