Usable area or building land

Hello everyone,

we have found a (almost) ideal plot of land for our project "house construction" and spoke directly with the owner.
The owner told us that he would like to sell this plot (and cheaply), but it is not building land.

We immediately looked up the development plan of the plot on the internet and found the following entry:

"Building depth UP TO 15.0m"
"Measured from the street-side building boundary"
(see attached graphic, plot in pink)

What are your spontaneous thoughts on this?

I simply assume that construction according to the development plan is possible, but the plot is just not developed.
There are now residential houses to the left and right of the plot.

I simply assume that development according to the development plan is possible, the property just is not connected yet. On the right and left of the property there are now residential houses.

Before you probably think you can save money, go to the planning office responsible for you – usually there is a public consultation on Thursdays – and ask why the offered property is currently not building land and what measures you have to take to change this. Anything else would be fatal.

Currently, I had a similar case: garden property and residential houses all around; a development plan also existed. It then turned out that the garden property was "forgotten" to be included in the development plan – so there was no building envelope (development contributions were also not charged). The whole thing then had to be discussed in the district meeting and took quite a long time. It was ultimately decided in favor of our client because we maintain regular contacts with the administration/politics.

we will of course visit our local building authority as soon as possible. We just hope for the best since we hardly have any choice in the land offers here.
