Urban building land and what comes next?

I intend to have a house built by a solid construction house provider. I could purchase a fully developed plot of land inexpensively from the municipality. Unfortunately, I do not live near the building plot myself. I was sent a development plan of the individual plots, on which only the square meters are listed. The length + width of the plot are not indicated there.

I am an absolute beginner, how do I proceed here? Where can I get the exact measurements, does the plot still need to be surveyed, does fully developed mean up to the street or up to the house?

These are not included in development plans at all, so you must have received something else, probably just an overview drawing from the sales brochure. Cadastral maps are now generally available online as well, but the seller of the property should tell you how the plot is configured – it’s not a pig in a poke.

Sales brochures often feature plots that don’t yet exist as such, i.e., the fields have not yet been "reallocated" and the planned newly redrawn parcels have not yet been created. At the notary appointment, however, the plot will already exist. Fully developed never means including "house connections," but always only up to the property boundary. Above all, it means that the street is already "finished," i.e., at least contractually included. Nowadays, however, gas is not available everywhere anymore, often only water and electricity.
