Tips for building permits for halls/residential houses in rural areas

Hello,
my father has a nursery and is now considering building a storage hall on his property (for machines, etc.) with an integrated residential building. The residential building would then be for my parents when they retire, as their current house is far too large for 2 people. Until then, I would live there with my partner if that would be possible. Does anyone have experience in this area and perhaps tips on how to best approach the whole thing so that the hall with apartment gets approved?

Nurseries are mostly located in the outskirts, and additional regulations apply for building on - and thus also - agricultural land. As advice, I can only recommend that you bring an architect on board. If your father wants to build a new single-family house, this in my opinion falls under the term "agricultural retirement home." This means the influence of the building planning office is significantly higher than you can probably imagine at the moment, and then it is good to have a competent partner by your side who can meet the office staff on equal terms. It would not be the first time that the caseworkers tell your father how big his bathroom is allowed to be...
