Hello Karsten,
you can only advise to find a specialist in the region who is familiar with energy renovations.
Most suitable for this would be an engineering or architectural office that, in addition to general energy consulting, could also take over funding advice and construction supervision or renovation planning and implementation.
Everything else remains piecemeal.
For preliminary reading, I recommend the State Building Code of SH (especially: Part Four - Those involved in construction) as well as the Energy Saving Ordinance 2009 (especially: Section 3 - Existing buildings).
The amount of applicable regulations and noteworthy standards is hardly manageable :).
