Terraces at semi-detached houses, height difference, how to design?

We need your advice.
We are a semi-detached house.
We now want to complete our terrace including the garden.
We have already agreed with our neighbors on the fence panels as privacy screens between our terraces, and also for the continued fence on our border.
Now we have the following problem: our terrace door (which at the same time would be the finished height for us regarding the laying of the slabs) is significantly lower than the other side’s terrace door, which of course would be its finished height.
How can this problem be solved or how does this fence panel have to be installed so that both of us can still plan and lay the terrace slabs as we want and so that this height difference, especially on the border with the fence panel, is not a problem?
I hope I was able to clarify the problem or the situation a bit. We are talking about about 30 cm height difference.

Set curb stones or there are deep edges that are partly 50cm high.

Then mount the fence on top.

How much is the height difference?

Set concrete walls between the terraces to support the step, then place the terrace cover on top. You would then have a bit of concrete. Alternatively, you can also place the cover on the side of the concrete separation, then you won’t see it. If you all agree well on the location of the concrete separation, the separation can then also run "grundstücksgrenzenkorrekt." I don’t know how picky you are about that.

I can hardly imagine all of this visually. The height difference is 30cm. Shouldn't the fence then not be concreted between the terraces but screwed on?

for example:
