I have received several offers from the surveyors today for the rough staking out, the fine staking out, and for the later building survey. For one, the rough and fine staking out is cheaper, and for the other, the building survey. Can I award the respective contracts to two surveyors without any concerns, or could problems arise?!

Thanks in advance for the answers

Why are you asking us that? These will be mixed calculations and probably only as a package. Talk to the surveyor, although I don't believe it will work.

Take the overall cheaper one and done. The risk that the surveyor who is supposed to do the cadastral survey later will charge any additional costs based on the prior work of the other surveyor (creation of a site and elevation plan or whatever) would be too great for me.
