The bare numbers rarely allow a comparison; overall, however, they can all be correct. It depends on the scope of services commissioned by the surveyor: is only the preliminary location plan requested or perhaps also the rough staking out? For all required service levels of the surveyor for new construction, TEUR 3 including VAT are absolutely fine. Since all surveyors nationwide have to bill according to HOAI, deviations should tend to zero – unless the best friend happens to work for a surveyor ;)
