Storm anchor for fence construction. Which side of the fence?

Hello, I want to build a 20m long wooden fence. On an already existing concrete wall. With prefabricated wooden elements, 180x180cm. I will attach the posts with screw-on H-anchors. Since the elements are quite dense, and the wind here will already be hitting quite hard, I have now also thought about storm anchors. I THINK they should be installed on the side of the fence where the wind does NOT come from, right? So that they stabilize the posts by counter pressure. ...only then I would be on the neighbor's property... and he will be happy if I want to pour 30x30x80 foundations for the anchors there... Can the storm anchors also be placed on the side from which the wind comes? So that they "hold" the fence post? Many thanks for your answers.

You can stabilize the fence by tension or compression. So it works from both sides. It's just a matter of the applied technique.

A different point. What does the development plan say about the max. fence height and what does your neighbor say about your project?

Good point about the development plan... Thanks! (I assumed that 1.80 m at the boundary is okay)

Especially storms do not necessarily adhere to the usual main wind direction. Especially when it rages, wind is more of a punk than just a rocker.
