Sealing sleeves for pipe penetrations

The heating engineer simply sawed holes in the OSB boards for the pipe passages and finally sealed everything with Sicrall tape. Shouldn't proper sealing collars have been used for this, or am I being too strict?

In which component are the OSB boards located? For an exterior wall or in the bathroom or kitchen area, proper sealing is necessary. For partition walls from room to room, it is not.
