Sanitary rough-in installation in new construction without bathroom fixtures

Hello, we are currently building a house and wanted two bathrooms. For cost reasons, we initially wanted to finish only one bathroom and have only the basic installation done in the other. My plumber is now telling me that he has not been allowed to do this since 2011. Does anyone know if this is correct or if there is another possibility such as shut-off valves?

That would be new to me.... in my opinion, your installer's refusal must have other reasons.

We handle it so that the rough installation is prepared and the builder can later – if their budget allows another investment – carry out the finishing work.

If this were no longer allowed, no builder, for example, would be able to offer an "expansion-prepared" attic or do you think they/we would be putting ourselves in hot water?

Thank you very much for the quick response. I will ask him again why some are still allowed to offer [ausbauvorbereitet] but he is not.
