Retrofitting underfloor heating district heating or electric

Good evening,
we want to remove the old tiles in our kitchen (approx. 18sqm, old building from 1900, ceiling height 3.60m, ground floor) and install underfloor heating. We are currently heating with an old small radiator connected to district heating. A roofer has already visited for an inspection and advised us against a conventional underfloor heating due to the build-up height and recommended the installation of heating plates (electric) as a supplement to our radiator. The floor would also need to be insulated from the basement. We want to lay tiles again. A room temperature of 18-19 degrees Celsius is completely sufficient for us.
What about the (ongoing) costs?
What is more worthwhile?
Would it be possible to mill out the screed and lay heating pipes so that the radiator would no longer be needed?
Unfortunately, I am not familiar with underfloor heating and have never had one before...

I would be very happy to receive an answer.

You could use the ready-made mats for the retrofit. They have a thickness of only 8-10mm. Then the radiator could possibly be omitted.

What do you mean by that? Because underfloor heating is more efficient and thus the tiles become warm.

An electric underfloor heating system is probably the most inefficient thing you can install. You can watch the electricity meter spin. But the tiles do get warm. That is true. However, for 18-19 degrees, no additional electric underfloor heating is needed. That temperature is already very cold.

Better integrate infrared panels into the ceiling. It is cheaper, does not consume more energy, and heats all the objects below. Infrared on the wall is also possible, but never opposite a window...
