Responsibility Drainage Plan

we are building with a general contractor. According to the construction description, the following point is included:

"The preparation of all building application documents"

Now today, the architect of the GC writes to us that we must commission a drainage plan because she needs it to complete the building application. How would you see this, who is responsible and who has to pay for the drainage plan?

Have you ever asked them how this can be reconciled with the [Baubeschreibung]? I would expect it, but I have also seen [Bauleistungsbeschreibungen] where the drainage planning must be explicitly paid for additionally.

The drainage planning is not mentioned anywhere - so neither explicitly excluded nor explicitly stated as included. I wrote an email directly to our site manager asking if it is not included, but so far I have not received a reply.

She didn’t name any figures, but basically suggested two options. Either we should hire a planner (I have no idea who does that or what it costs) or choose a manufacturer of soakaway shafts, with whom the planning would normally be included.

There is the key word. That each municipality may understand something different under "entire" is the risk of the general contractor.

New status: The drainage plan itself will be created by the architect. If I understand correctly, she needs a calculation for this showing what dimensions our soakaway shaft must have. This calculation is apparently done by various providers of soakaway shafts. Can you recommend a manufacturer?
