required documents for construction financing

Hello dear forum,

after having absorbed all the posts in the different topic groups for weeks, I would now like to ask a question and at the same time share my experiences with you.
Briefly about my project:
I bought a plot of land in Wuppertal from the city and already had to pay for it in full. I was almost agreed with a builder before he acted so foolishly that I had to change at short notice. But now I have a house. The surveyor has already done his work and I also have the soil report.
So far, I have been able to cover the costs financially because my family also lent me money.
Now that I also know where the final price is headed, I am intensively dealing with the financing. So far I have already concluded two Riester home savings contracts and I want to finance the rest through the SSK in Wuppertal as the offer is good. However, they want an approved building application, which will still take at least 8 weeks.
Do they really need that?
My land contract from the city clearly states that there is a positive preliminary building inquiry, and by now 5 houses are already standing on the entire site. What should I do now? I can’t wait 8 weeks.

There is only one way. Go to a bank that knows the business.
A building permit is (usually) never the basis for loan approval. For a disbursement, however, it's a different story. The bank naturally wants everything to be in order and also wants to know what the money will be spent on. For example, we finalized our financing in February, when there wasn't even a legally binding development plan yet.
Ask the bank what they do if there is no building permit because you are building with a [Genehmigungsfreistellungsverfahren]! Then the house builder would never get financing.

Apparently, the bank and I really talked past each other. I don't need the money now either, only the interest commitment and the contract. The money can then be disbursed after the building permit has been granted. I also had a conversation with the branch manager this afternoon and we finally reached an agreement. Thank you very much for the quick help, I will gladly return the favor and soon present more experience reports here in the forum.

Respect! You are building without a building permit? Only with a positive preliminary building inquiry? What will you do if the city changes its mind and does not approve the building permit for the house as planned? Maybe the city wants the house to be 3 meters further away from the street or something similar? Isn’t that too risky for you? To my knowledge, a preliminary building inquiry is almost always binding for the building application, but there are still some uncertainties?! The city can reject preliminary building inquiries in justified cases?!

No no, I am not building without permission, I have only bought the plot and the house and now the building permit application is being completed. I believe that is the normal way. So far, I have only paid everything from my own capital and have not yet dealt further with the financing. That is perhaps a bit unconventional.
