Renovate damp basement wall made of concrete blocks?

Here I am posting more pictures of the situation:

Chisel out joints to solid mortar, grout with cement sand. Injections are only worthwhile for slightly porous walls. For old porous concrete blocks, it brings little. First ensure stability, then consider barriers/injections.
