Registration of an ancillary building encumbrance for a new semi-detached house

The plot is intended for a semi-detached house; however, encumbrances for extensions must first be registered on the paired semi-detached house plots. When can this registration be applied for?

- When both parties have initiated their exemption procedures (which is generally possible there)?
- If only one party wants to start construction initially, must they initiate a "regular" building permit procedure and apply for the encumbrance within this framework?
- Or is it done differently?

Can't encumbrances always be registered by the owner, regardless of exemption or approval procedures?

I thought so too, I don’t understand it. According to the building authority, it is only possible if both parties have initiated their exemption process. That means we can’t build for now. That can’t be!?

Basically: no construction project, no building encumbrance.
