For a [WP], a underfloor heating system is not necessary. It also works well with radiators, as long as everything is properly designed to match each other.

When it comes to the roof, the condition matters, not just the age. As already described, the house can be made heat pump-compatible even without underfloor heating and ETICS. The balcony might also be insulated, possibly. It needs to be checked. If you don't necessarily need a house urgently, then make an offer that is "fair" for you, or what you are willing to pay. Buying and renovating yourself can be financially interesting, provided you are the type for it. New construction as well, as long as it is affordable for you.

Why not buy a small plot of land (possibly slightly worse location) and build a small house from the catalog new? Without a basement, without a garage, the garden will come gradually.

There are not many plots offered here, and most are usually >400sqm. Then you spend 250,000 and more here just for the plot + incidental acquisition costs even in neighboring towns.

This is a sure sign that your (used plot) is then significantly more valuable per sqm, as there are no comparable offers. So high demand, because others also cannot afford the large plots for new construction. In this respect, the purchase price is becoming more and more justified.
