Property access via extensive green area

Hello everyone, I am new here and have a question right away about our potential building plot.

A subdivision survey was conducted and the boundary appointment will take place next week.

The current "access road" to this part of the property is hardly ever used by the owners, but there is a gate, and nothing is paved or similar - just grass (At the upper left corner, over the white/yellow path [private, from the house at the bottom left])

Part of the property (area 172 sqm) is being bought by the city, as the water pipe is laid underneath and according to the plan it is a traffic area.
The part on the left (approx. 48 sqm) is being added to the owner of the white/yellow path.

Now to my actual question:
If we get a right of way from the owner of the path to access the property, is it possible, through an "exception permit," to pave a part of the extensive green areas, for example as a driveway? (Marked in purple on the plan)
An access from the street would certainly also be possible, but the 172 sqm part is a kind of embankment (about 2.5 m wide with an incline of 1.5 m)
