Procedure for ceiling insulation

Hello,

As a new registration, I would like to bring up my first problem right away. I, or rather we, have bought a house from 1932. In this house, I now want to insulate the top floor ceiling towards the uninsulated attic. It is a walkable (wooden boards) wooden beam ceiling, in which the panels are filled about 2/3 with clay/wiring, below that is about 6 cm of air and then a cross battens against the wooden beams. Attached to this is the plastered reed mat ceiling. My question now is:

1. Is it sufficient to fill the 6 cm under the panels with insulation material, remove the reed ceiling, and install a drywall construction?

2. Or is it the better option to empty the panels and make a completely new structure: vapor barrier on the beams, then new drywall construction against it, then fill the panels from above with insulation material and re-nail rough-sawn boards on top?

3. Could one also empty the panels, fill them with better insulating material (+ vapor barrier) and keep the 6 cm air layer below with the reed ceiling?
