Plot - fully developed - previously district heating - now nothing?

Hello!

I am new to this forum! We are in the initial planning stages of our "house construction" - currently purchasing the land. We have now received the preliminary contract, which we can review for 14 days.

At first, "district heating" was offered throughout the new development area. Then the developer withdrew. I quote:

"In the course of various inquiries and also written communications from our interested parties for this development, the desire was repeatedly expressed to use this new technology, which is essentially based on electricity, individually. For this reason, we have decided not to connect the plots to a central heating supply anymore, but to offer them completely free for individual planning. However, we would like to point out that in this case an offer to use 'fossil' energy such as gas cannot be made at all."

I see it this way: First, they offered us district heating. Then they informed us by letter that there would be none after all. And what about gas? Is that possible now or not? Can the developer sell us a "fully developed" plot on which we should, for example, only generate energy with a HEAT PUMP? Or is he obligated to offer us something else??

I don’t understand....... :(

Yes, no gas or district heating. That's not unusual.

In our first construction phase, there was still gas. When only three out of 80 houses chose gas, the provider also decided not to supply gas to the next construction phases. Now there are many heat pump variants. I believe in the second construction phase there are now also two or three gas tanks in the garden...

Is that bad for you?

So a gas tank in the garden is out of the question.

The problem is that all the plots were advertised with district heating included, along with the combined heat and power plant. The price per m2 is already at 166m2 (in the outskirts of Kassel!) and it says "fully developed."

Can the developer just say he simply won't provide anything?

Doesn't he have to provide an adequate replacement???
We assume that he originally included the costs for district heating..... Can you check something like that to see exactly what you are paying for?
