Plaster is peeling off at the base area under the floor-to-ceiling window

Hello everyone,

at our house (built in 2003, purchased 5 years ago), the plaster including reinforcement is detaching from the insulation in the lower area of the base. The area directly below a floor-to-ceiling window is particularly affected (see photos, the pavement was removed there).

I am now aware that the existing structure – without a drip edge and without a clearly separated base construction – is not optimal from a construction point of view. Also, the fact that there was previously no dimpled membrane or gravel strip for decoupling is certainly unfavorable. Nevertheless, the construction has held up for around 20 years without major problems, and the area is only rarely exposed to direct rain.

My current consideration is to repair the damaged spots (bonding mortar, reinforcement, textured plaster, paint) and then install a dimpled membrane with a gravel strip in front to better protect the base in the future.

Question:
From your point of view, does this approach make sense, or is it to be expected that the damages will occur again shortly?
