Plan for handover during general contractor change

Hello, I am reaching out with a request for an assessment (no) legal advice to the professionals who plan and execute themselves.

We developed our plan in several stages with GU A, but since this did not really turn out positively due to an adventurous surcharge policy, we contacted a second GU known for its execution quality. We took our plan to him and further developed it in some points.

We have not signed an order/contract with either A or B. Is there a fee claim for A? After all, he invested some hours.

Or is it like in our financing area, where you sometimes create and offer a complex concept but end up empty-handed if the interested party decides on another provider.
