Pipe insulation for water lines

Dear forum members,

since the search function did not help me, I am opening a new topic.

In our house, the next step is the installation of the screed. During plastering work, however, pallets with building materials were partially placed on the water pipes on the floor, and the pipe insulation is torn in several places. The new site manager apparently does not take his work very seriously and has covered the tears in some places with insulating tape; for him, it seems that everything is done.

Since our building expert is currently on vacation, we cannot get a professionally competent answer. For our lay understanding, however, taping does not seem sufficient.

Are we being too strict, or do the insulations need to be completely replaced?
