Rope climbing is work at height and there you have a completely different set of rules. I used to set climbing routes in our gym for a while and the same rules apply there. Work rope + redundancy, anchor points redundant, devices that lock unless you press a button. With all the equipment and special training, it usually isn't cheaper than scaffolding if you only have to deal with a 1-2 story house.

If you go onto the roof without scaffolding and a safety net, you need fall protection via rope. Then it is certainly also possible with a lift, provided you have a secure anchor point.
