Pay extra for development documents, house connections, etc.?

Hello,
we have bought a plot of land in a new development area and the development work is still in progress.
Now I wanted to request the documents for the architect from the development authority or the engineering office commissioned by them (where the house connections are located, final road height, etc.) and am now supposed to pay extra for this (about 150 €)? Is this normal?

The municipality will only receive this information from the authority after the development is completed. So this way is not possible.

Yes.

Alternatively, you can hire a surveyor; a preliminary site plan was needed for a building application, in my opinion, also in RP. Hire him to enter the sewer levels or to obtain a sewer level certificate. But the costs won’t change; either a one-time €15 now or later included in the total sum of €3,000.00 - 3,500.00 (4 measurements).
