Owner of a neighboring property - Is building at all possible?

how do I find out who the owner of a neighboring property is?
Or get in contact with them? It concerns an overgrown garden that I might possibly buy.
Furthermore, I would like to know if construction is allowed there? And also what the building height would be :-D

If you are directly adjacent and it is not exactly the outer area that begins right behind your fence, the same conditions should usually apply as on your property as well (of course, you cannot see Knödellinien and boundary validity areas in real life).

On the official site plan, the contact details of the owners of the adjacent properties were listed on the plan for us.

The land registry office can do it. You probably need a reason. You have one as a neighbor since you want to polish the common property boundary ;) ;) ;)
