Notary fee purchase contract land

Hello everyone,
We purchased a small plot of land for 83K €, signed at the notary yesterday morning, and today we already received the invoice (fastest invoicing EVER...)
We have also registered a right of repurchase for the former owner in case we want to part with the property again; he would like to have it back...
My question is, since the purchase price is 83K, is he allowed to add the amount for the right of first refusal on top and then calculate all fees based on the higher amount... No mortgage was registered, only the purchase contract.
Who is familiar with this and can explain it to us?

he is allowed, it is stated in the [paragrafen]. That is the amount he certified for you

But the notary did both things, the sale and the right of first refusal. These are two separate, independent matters, for which he also receives payment each time.

OK, thanks to you all... I just can't find paragraph 47 in §97... But nobody really understands the fee regulations anyway... at least I don't...

Due to the double section symbol, §97 paragraph 3 and §47 are meant.
