No construction plans with the preliminary building permit?

I was advised by the city to apply for a preliminary building permit from the district. I already wrote something about our search for a plot .

Our plot is located in an outer area, but according to the land use plan it is a residential area and therefore apparently buildable after all. Since my primary concern is whether we can build at all and not yet "what," I have my doubts about the building application. Is the indication of a single-family house under Section 34 sufficient here, or should I go into detail?

The more vague the inquiry, the harder it is to answer. In case of doubt, there is no answer at all. I would first consider what I want to build. Rough sketches and figures are sufficient for that.
