New property - soil report inspection

Hello everyone, the current owner of the plot of land that I would like to buy had a soil survey conducted years ago, as he apparently had concrete development plans for the property himself. He would provide me with a copy in advance and the original upon purchase. Should I have the soil survey checked before buying the property (it is a hillside location concerning groundwater layers, load-bearing capacity, etc.)??? Who could review something like this?
