Hello forum community. We bought an old (built in 1992) commercial property and have had "lots of fun" with it for about 6 months now... Officially, the property was "fully developed" but currently without supply. However, the application for the installation of the water meter started a "somewhat" annoying process. It turned out that the property was officially disconnected from the network in 2010. However, not by removing the water meter, but by direct disconnection from the network. (this was done in the course of the re-laying of the main line) I was now kindly informed by the water supplier that this is considered a new connection that is supposed to cost me about €2,000. So far, so annoying, as it was not planned. Having accepted this fact, I applied for a new water connection. When I then wanted to make the appointment for the site inspection, the next outrage followed immediately (in my opinion). Allegedly, there is no water pipe at all for my house. This is absolute nonsense, the old supply line is still where it was disconnected three years ago - about 2 meters away from the current main line. (which, by the way, runs through my property) According to the water supplier's statutes, the connection fee would therefore not be about €2,000, but just over €1,000. Anyone thinking everything will be fine... Unfortunately not. After a 20-minute phone call about 2m instead of 10m pipe, I was then informed that my water meter was previously inside the property and that this is no longer permitted with a new connection. The end result: about €2,000 more are due for the additional water meter chamber in the front yard. The question now arises for me, are they trying to pull a fast one on me??? To what extent is this really a "new connection"? Am I really obliged to relocate my water meter location outside even though it was inside until three years ago and theoretically still is? Is there such a thing as a grandfather clause? And why was I only offered afterward, despite new connection billing, that they had forgotten €2,000 for the water meter chamber in the KVA? Best regards and thanks for your helpful answers, Marco

That sounds pretty bizarre. We just got a new water connection and it’s inside the house. So that would have to be a pretty crazy procedure from your water supplier. Have you read the [Satzung] from them? That would be my first step. If nothing is mentioned about it there, the thing with the table seems more and more likely to me.

Is there a specific reason for the disconnection from the network back then?

That doesn't sound good. Since they also renewed the main line, you can't really speak of a reactivation of the old connection. So the new main line was basically laid past your house because it was deregistered? Then, in my understanding, it is indeed as if you were never connected.

Hello, the main line was routed past my house because that was the agreement between the previous owner and the water supplier. Basically, the house was disconnected upon activation of the new line. I accept (actually rather reluctantly) that it will be a "new connection" for ~1,000€. What I just can’t understand is why I suddenly have to pay 2,000€ for a water meter pit even though, despite the "new connection discussion," this was never mentioned in the KVA until the last phone call. Anyway, the topic should not be over-discussed. The questions were mainly about whether there is some kind of grandfathering rule or something similar – apparently unfortunately not. Regards and thanks so far, Marco

Maybe you can talk to the water supplier. If you explain to him, pipes already there and everything could be so easy, press a little on the heartstrings and it’s Christmas after all...
