Well, the authorities care relatively little about the protection of
your building. It’s about the common good, meaning the obstruction of drainage during a "one hundred-year flood event."
If a house stands there, the water drains worse or is "unfavorably" diverted. That’s generally the issue. That means measures would be compensatory measures so that the corresponding amount of water can flow into depressions. Those are rather not feasible on your plot size.
I have no practical experience. I would rather be reluctant to build in an HQ100 area.
But presumably it will be examined separately in any case. And if it’s a nice, buildable plot and even affordable, why not.
Contractually, I would always reserve the right to withdraw (undo the transaction) if the building permit is not granted. Just having a deck chair on the plot doesn’t make you happier either.
