New construction - correct sequence roofing vs. insulation

Hello everyone, I need some independent advice regarding the process of our new construction project. After the carpenters already fixed the roof structure (rafters, vapor-permeable underlay membrane, as well as roof battens and counter battens) three weeks ago, the roofers are still not available. According to the site manager, the underlay membrane may now remain as weather protection for up to 12 weeks. What worries me, however, is that allegedly the thermal insulation along with the vapor barrier will be installed before the roof is covered with tiles. As a layperson, that worries me a bit because the underlay membrane is not 100% waterproof. With the current weather, wouldn't we get moisture into the insulation immediately? I am currently trying to organize an expert as quickly as possible, but I would be grateful for information in advance. Best regards Monique
