Moisture under exterior window sills

Hello,

recently it has rained heavily in the Hannover region.
Our new building has looked a bit "sad" since then - I have noticed that it looks damp below the exterior window sills.
Please take a look at the pictures to see if this is still within the normal range, or normal after a very rainy February.

P.S. We did not install a roll layer, but Florentine steps. Below these steps is the required protective foil for the gap between the window reveal and the facing brickwork. The clinker brick is a Röben Moorbrand clay-multicolor. The joints at the exterior window sills were made with a flex joint (outdoor area).

That is the water that has rained against the panes and is now running down the wall over the windowsill. This makes the spots under the window temporarily wetter than the rest of the wall.
