Hello dear forum!

According to the state building regulations in BaWü, an emergency window must be "at least 0.90 m wide and 1.20 m high [im Lichten]." Can someone give me information whether the term "[im Lichten]" means the frame clearance (= with the window open)? Or does this apply to the closed window (= size of the window pane)?

It is what would be called "Clear width / height" at the door. So if you open the sash, the frame is the boundary at the top, bottom, and on one side, and on the other side the opened sash also takes up some space. How thick someone could be to squeeze through this opening is what is meant. The pane is not significant; for the rescue window, you do not assume breaking the pane, but rather opening the sash.
